Badenoch & Clark have been exclusively commissioned by a council in South Yorkshire to work on a new position of a Senior Land & Property Surveyor to join its land department on a permanent basis.

Main purpose of the role 

The main purpose of this role is to act as the lead advisor on development matters, supporting the council vision for growth via its land and property holdings. The successful applicant will deliver strategic acquisitions and disposals while negotiating the acquisition of new sites.

Responsibilities 

*Act as the lead property adviser for a defined Portfolio/Service Area, establishing client needs, assessing land and property use requirements, developing a forward programme for property matters and managing and monitoring performance and progress

*Support delivery of the Councils disposal programme by bringing a caseload of sites to market, leading and advising on all property related matters associated with disposal including :

*Appraising developments sites, advising on development briefs, planning matters and marketing of properties

*Identifying and implementing disposal strategies for a range of sites including sales by auction, private treaty, tender, development agreement etc and residential sales under the Right to Buy legislation

*Identifying and managing site investment and enhancement opportunities (site investigations, preparation of planning briefs, site clearance, building repairs etc) to realise added value

*Preparing viability assessments, development appraisals and investment valuations

*Negotiating with clients and private sector developers to secure disposal

*Working closely with others involved in the disposal process including planning and legal services, housing and economic development teams, elected members and private sector developers to secure a successful outcome

*Negotiate acquisition of target sites to support the Council’s economic and housing growth ambitions including:

*Identifying suitable sites for acquisition

*Identifying and implementing acquisition strategies for target sites (including acquisition by
*Agreement or Compulsory Purchase and associated Compensation Claims)

*Preparing business cases, development appraisals and investment valuations

*Negotiating with land owners to secure acquisition of target sites

*Take a lead role in Developing and implementing projects in line with the Council’s project management framework, policies and procedures utilising project management principles to ensure effective delivery of service priorities and objectives, identifying key milestones and monitoring progress to ensure that work is delivered to agreed time, cost and quality indicators

*Carry out valuations, including those for the Asset Register, in accordance with RICS Appraisal and Valuation (red book) standards

Role Requirements 

*Educated to at least degree level, in a relevant qualification to the duties of the post
*Member of Royal Institution of Chartered Surveyors (MRICS/FRICS) or hold an RICS accredited degree or diploma with a commitment to completing the Assessment of Professional Competence and membership of the RICS
*A minimum of 5 years professional experience in land and property development and/or regeneration within a complex organisation dealing with a wide variety of public/ private and third sector stakeholders.
*Proven experience in leading and managing large scale development and property related projects.
*Proven track record of managing and negotiating acquisitions, disposals and development deals for public and private sector clients
*Track record of managing and delivering complex and challenging workload to time to achieve a range of key performance indicators
*Experience of working in a political environment and knowledge of current thinking in local government and public sector reform
*Experience of developing innovative delivery models in the achievement of land and property objectives
